Great to finally see the military getting quality facilities and equipment, but there is no such thing as muscle memory; muscles don't have memory the CNS is the memory bank and signals are sent via nerve fibers. The major and the instructor said it incorrectly. It's time to bring Dynamic neuromuscular stabilization (DNS) courses to the military.

Good to see that the men protecting our country are getting great fitness training to keep them at the top of their game. I just received "A Viper Pilot Neck Health and Conditioning Guide" from the USAF. F-16 fighter pilots  pull a lot of G's during each sortie. This guide is designed to show the pilots how strengthen and protect their necks from this incredible force. I have posted this guide is on my site if you are interested.
